This has resulted in the congestion of its channels and degradation of its efficiency. Meanwhile, the need for modernization of the Global Maritime Distress and Safety System (GMDSS) has prompted research and development of new solu- tions for data exchange in the VHF maritime mobile band. The International Telecommunication Union (ITU) proposed possible systems for data transmission, based on the land mobile communication system, Terrestrial Trunked Radio (TETRA), which could be used in the VHF maritime mobile band. The International Association of Marine Aids to Navi- gation and Lighthouse Authorities (IALA) has developed a technological concept, the VHF Data Exchange System (VDES), to solve congestion of AIS channels. The VDES additionally supports the International Maritime Organi- zation's (IMO) strategy implementation plan for e-nav- igation and the modernization of the GMDSS with es- sential digital communications. As part of the improved provision of services to vessels through e-navigation, Maritime Service Portfolios (MSPs) have been identified as the means of providing electronic information in a harmonized way.
