Well-Safe Solutions has acquired Intervention Project Manage- ment (IPM) for an undisclosed sum. IPM's founder and managing direc- tor, Phil Milton, has been appointed CEO of Well-Safe Solutions. IPM provides independent engi- neering, project management and con- sultancy services to the global oil and gas industry, specializing in well inter- vention, including plug and abandon- ment, and production optimization. Well-Safe Solutions offers a special- ist well abandonment service that will allow operators to meet the challenges and regulatory imperatives of decom- missioning. Lease Sale 249 Offers Record Amount of Acreage in Gulf Lease Sale 249, livestreamed from New Orleans, generated $121,143,055 in high bids for 90 tracts covering 508,096 acres in U.S. federal waters of the Gulf of Mexico. The sale offered approximately 76 million acres offshore Texas, Louisiana, Mississippi, Alabama and Florida for oil and gas exploration and development. This is the largest amount of acreage offered in the history of the federal offshore program in the Gulf, including parcels offshore Texas, Louisiana, Mississippi, Alabama and Florida. Lease Sale 249 is the first offshore sale under the National Outer Conti- nental Shelf (OCS) Oil and Gas Leasing Program for 2017 to 2022. In June 29, a public comment peri- od was announced for a new National OCS Oil and Gas Leasing Program for 2019 to 2024. The 2017 to 2022 Pro- gram will continue to be executed un- til the new National OCS Oil and Gas Leasing Program is complete. Draft EIS on Hilcorp's Development, Production Plan The U.S. Bureau of Ocean Energy Management (BOEM) announced a draft environmental impact statement (EIS) analyzing the possible environ- mental impacts of the activities pro- posed in an offshore oil and gas de- velopment and production plan (DPP) submitted to BOEM by Hilcorp Alaska LLC in September 2015. The publica- tion of the draft EIS opens a 90-day public comment period, which ex- tends through November 18. The draft EIS and instructions for commenting are at www.boem.gov/liberty. In its DPP, Hilcorp proposes to build a small artificial gravel island in the shallow (19 ft.) federal waters of the Beaufort Sea, about 20 mi. east of Prudhoe Bay. Hilcorp plans to install a "pipe-in-pipe" subsea pipeline to de- liver oil to shore. The offshore portion of the pipeline will be laid in a trench, then buried. It will include automatic leak detection and temperature moni- toring technology. Onshore, the pipe- line would connect with the Badami pipeline, which connects with the ex- isting oil and gas infrastructure at Prud- hoe Bay.
