U.S. President Donald Trump announced his decision to withdraw the country from the Paris Agreement, which aims to limit global warming in this century below 2° C above pre-industrial levels and to pursue efforts to limit the temperature increase even further to 1.5° C. The climate agreement is a historical global consensus to do something about global warming, with each country setting its own nationally determined contribution (NDC). The U.S. and China are the biggest polluters in the world. President Barack Obama committed the U.S. to Paris, and Trump's with- drawal mars Obama's legacy move. "Our withdrawal from the Paris climate agreement and any ensuing steps that roll back efforts to fight climate change put our nation's national security at risk," as well as the U.S. economy, said RAdm. (retired) Jonathan White, president and CEO of the Consortium for Ocean Leadership. Obama's Clean Power Plan, targeting a reduc- tion of the coal industry in favor of renewable energy, was designed to meet the U.S. NDC to the Paris Agreement, but the Trump Administration will also begin to dismantle the Clean Power Plan. In response, New York Governor Andrew M. Cuomo and California Governor Edmund G. Brown Jr. reaffirmed their ongoing commitment to exceed the targets of the Clean Power Plan and curb carbon pollution. New York and California want to help fill the void left by the federal government. )) $2 Million New Plastics Economy Innovation Prize. Only 14 percent of plastics is recycled, resulting in a loss of $80 bil- lion to $120 billion per year to the global economy. If nothing changes, there could be more plastic than fish in the ocean by 2050. The $2 million New Plastics Economy Innovation Prize calls for innovators, designers, scientists and entrepreneurs to find solutions that keep plastics in the economy and out of the ocean. A new report on the marine diesel engines market from 2017 to 2024 by Global Market Insights Inc. finds the market will surpass $7 billion by 2024, driven by growing demand for economically viable engines coupled with a rise in seaborne trade. In the U.S., increasing investment in the shipbuilding sector and research and development in environmentally friendly technology will stimulate the market. More governmental expenditure on naval forces will fuel the navy marine diesel engines market. For example, Russia plans to increase its military support fleet by building more than 60 ships, including aircraft carriers and submarines by 2020. )) Successful US-Cuba Research Expedition. FAU Harbor Branch scientists have returned from a successful NOAA-sponsored research expedition circumnavigating the entire Cuban archipelago. They report seeing vast, diverse mesophotic coral reefs covering the seafloor in virtually every location they explored. Cuban, UNCW and NOAA colleagues joined Harbor Branch scientists on the mission. In addition to characterizing the coral communities, another major research focus for this expedition was assessing coral connectivity between Cuban, Floridian, Northwest Gulf of Mexico and Belizean reefs. )) Dr. Cisco Werner Appointed at NOAA Fisheries. NOAA Fisheries announced the appointment of Dr. Cisco Werner as the new director of scientific programs and chief science advisor. Werner will continue the work of planning, developing and managing a multidisciplinary scientific enterprise of basic and applied research on living marine resources. He was to assume his new role June 12. He served previously as the director of NOAA Fisheries' Southwest Fisheries Science Center. Werner brings extensive experience leading scientific efforts in the federal government and academia. He was the director of Rut- gers University's Institute of Marine and Coastal Sciences and chairman of the University of North Carolina at Chapel Hill's Department of Marine Sciences. His research has focused on the oceanic environment through numerical models of ocean circulation and marine ecosystems in the Atlantic and Pacific Oceans. )) Capitol Hill Ocean Week Features Ocean Leaders. Sea Technology attended the opening day of Capitol Hill Ocean Week (CHOW), which ran from June 13 to 15 in Washington, D.C. This year marks the largest crowd thus far for CHOW, with more than 1,000 people registered. The day began with a panel on the UN Ocean Conference that took place in June, coinciding with World Oceans Day. The UN conference focused on SDG (Sustainable Development Goal) 14, aspiring to sustainable ocean development and conservation. There are 17 SDGs. The UN conference resulted in more than 1,300 voluntary com- mitments to work toward SDG 14. The panel at CHOW discussed the significance of the UN conference, possibilities in the wake of it, and the need for the business community to get involved in ocean sustainability. The Blue Horizons panel comprised three former NOAA administrators: Dr. D. James Baker, Dr. VAdm. Conrad C. Lautenbacher, Jr. and Dr. Jane Lub- chenco. Baker said that NOAA has progressed from a budget of $2 billion under his leadership to $5.5 billion under Kathryn D. Sullivan. "This progress was made possible by a continuity of ideas," he said. The panelists discussed their concerns about programs cut from U.S. President Donald Trump's 2018 budget, including the Sea Grant program, which destroys a network for protection and sustainability of the coasts, said Lautenbacher. "Much of what NOAA does is not widely appreciated," said Lubchenco. Weather forecasting is an example. The Technology as a Game Changer panel discussed cutting-edge ocean tech, such as constellations of small satellites with lower price tags, machine learning to analyze big data, robotics, sensors, open-source tech, and data as a service/product. Panelists also discussed the need to share the risk load for tech development, which requires public and private partnerships. ST
