Page 21 of 68 March 2017 / st 21 "*45FDIOPMPHZ AIS was developed as a tool to improve the safety of navi- gation by assisting in the efcient navigation of ships, pro- tection of the environment, and operation of VTS through operation in a ship-to-ship mode for collision avoidance; as a means for littoral states to obtain information about a ship and its cargo; and as a VTS tool, i.e., ship-to-shore traf- c management. Since its development and promulgation of carriage requirements, both internationally through the Safety of Life at Sea (SOLAS) Convention and through na- tional legislation, AIS is now carried aboard thousands of vessels worldwide. AIS is not just a black box; it is a set of common compo- nents operated in a unique way. An AIS consists of a CPU, four radios, a GPS, asso- ciated antennas, cable, BITE (built-in test equipment) and a minimal keyboard display (MKD). In addition to these components, AIS also accepts (and under SOLAS requires) inputs from onboard ship sen- sors, such as GNSS, transmit- ting heading device and/or rate of turn indicator. AIS operates as a digital communications system, dif- ferent from a transponder (which generally responds only when interrogated). AIS transceivers aboard vessels continu- ally and autonomously transmit dynamic, static and voyage- related information about the vessel that is received by other ships and shore stations, which are in turn also transmitting their data. AIS takes information entered by users and ves- sel sensor data and formats it into messages that are trans- mitted in the VHF-FM marine band.
