How- ever, the current international regula- tions' imposed criteria lead to results that might not refect operational ex- perience, thus, they might also conser- vatively restrict helicopter operations. DNV GL is launching a joint industry project (JIP) to bridge the gap between advised and actual hazardous fight conditions, ensuring cost-effective de- signs and helicopter operations without compromising safety. Helicopter services are responsi- ble for transferring the majority of the workforce to and from offshore installa- tions in an open-sea environment that is challenging and hazardous. Unsafe circumstances can be caused by wind- induced turbulence, which has been ranked by pilots as the greatest of 15 factors contributing to workload and safety hazards. Helideck turbulence impairment provides valuable information during design and operation phases and aids pilots at predicting high-risk fight con- ditions and engineers at anticipating the amount of time helicopter transpor- tation may be unavailable for use. KCA Deutag To Support BP KCA Deutag was awarded two con- tracts with BP Exploration (Caspian Sea) Ltd. The frst contract was awarded to the offshore division and is for the opera- tions and maintenance of seven plat- forms operated by BP in the Caspian Sea. The second contract was awarded to RDS, KCA Deutag's engineering and design specialist, for engineering sup- port services on all drilling packages for projects in the Caspian Sea that are op- erated by BP from Azerbaijan, Georgia and Turkey. BSEE Oil Spill Response Exercises Analysts and engineers from the Bureau of Safety and Environmental Enforcement's (BSEE) Oil Spill Pre- paredness Division recently conducted oil spill response efforts in the Gulf of Mexico Region. The team evaluated two separate spill response operations training exercises for Freeport McMo- ran Oil & Gas and Chevron at ports near the Gulf of Mexico and the Mis- sissippi River. The exercise with Chevron was conducted in Fort Jackson, Louisiana, aboard a responder vessel that is speci- fed in the operator's oil spill response plan. During the training exercise, the vessel deployed specialized equipment to test boom. An earlier exercise was conducted in Grand Isle, Louisiana, aboard a re- sponder vessel contracted by Freeport McMoran Oil & Gas. BSEE analysts evaluated a spill response operating team deploying equipment in the cor- rect confguration. The exercise also included the training of the subcontrac- tors that would be assisting National Response Corp. with the deployment of the equipment. Both trainings were successful. BSEE staff also conducted an un- announced spill exercise of Black Elk Energy Offshore. During the one-day exercise the BSEE team worked from Houma, Louisiana, initiating a simu- lated scenario while Black Elk Energy representatives coordinated response efforts from its offces in Houston. The U.S. Coast Guard and Louisiana Oil Spill Offce observed the exercise at the Houma facility.
