The theme of the show is "Sea Change: Dive into Opportunity." This event is co-sponsored by the Marine Technology Society (MTS) and the Oceanic Engineering Soci- ety (OES) of the Institute of Electrical and Electronics Engineers (IEEE). The OCEANS conferences and ex- hibitions bring the latest advances in oceanic engineering and science to an international audience of sci- entists, engineers and end-users, as well as policy makers and educators. What To Expect Conference General Co-chairs Rusty Mirick and Jim Barbera have led a team of volunteers to develop the show program. The formal opening of the conference begins early Tuesday morning and includes the plenary session, which is open to all attendees and the general public. This year's featured speakers include Honorary Co-chair Dr. Richard Spinrad, chief scientist of NOAA, and special guest RAdm. Tim Gallaudet, head of the U.S. Naval Meteorology and Oceanography Command and the Oceanographer of the Navy beginning in September. The peer-reviewed technical papers and presentations fo- cus on the 10 core topic areas of interest to IEEE/OES and MTS members, from acoustics to vehicles. In addition to the core topics, abstracts could be submitted in topics specifc to this conference: emerging Arctic challenges; marine resil- iency; environmental intelligence; offshore wind and marine renewable energy; and Law of the Sea. The presentations are organized in 10 to12 concurrent sessions from Tuesday to Thursday. The proceedings DVD will be provided to full reg- istrants at the conference and available for sale to others. A number of special sessions will be interspersed throughout the pro- gram, including an Ignite session and town hall related to the U.S. IOOS program and sessions focused on the importance of collaboration, marine education, offshore development policies, and more. Tutorials and Workshops A series of tutorials and work- shops will be held on Monday, October 19. They can be added to your full conference registration or attended separately. Tutorials are half-day or full- day presentations that are meant to complement the technical program by describing the fundamental ele- ments of a technology and/or rudi- ments of a subject in a classroom setting. The tutorials are conducted under the auspices of the Interna- tional Association of Continuing Education and Training. Tutorial subjects are: Applied Bayesian Signal Process- ing; Bayesian Multiple Target Tracking; MIMO in the Wa- ter; Time-Frequency Analysis of Environmental Data; The Emerging Oceanic Natural Gas Hydrate Resource–Oppor- tunities for Technology Development to Enable Commer- cialization; and Technological Forecasting for Science and Technology Intelligence. Workshops provide a format for like-minded individu- als to spend an extended period of time discussing a topic of mutual interest. Proposed workshops include: Measuring Dissolved Gases and Ocean Acidifcation; MARACOOS In- novation; Sensors for Ocean Particle Field Measurements; World Ocean Council; and IOOS Data Management.
